Putin signs law expanding telecom operators’ obligations at FSB request

MOSCOW (Realist English). President Vladimir Putin has signed amendments clarifying the obligations of telecommunications operators, according to a document published on Russia’s official legal information portal.

The new law requires telecom operators to suspend communication services upon receiving a formal request from the Federal Security Service (FSB) in cases предусмотренных нормативными актами президента РФ. The measure applies in situations defined by presidential regulations.

Under the amendments, operators will not bear civil liability for failure to fulfill or improper fulfillment of contractual obligations to customers if such non-performance results from compliance with FSB orders.

The initiative, drafted by the Ministry of Digital Development, introduces changes to Articles 44 and 46 of the federal law “On Communications.”

Russian authorities have previously emphasized the need to strengthen mechanisms for national security and control over communications infrastructure, particularly in the context of counterterrorism and information security policies.
