Russia needs a strategy of development in the conditions of a new Cold war

The negative impact of the cumulative volume of sanctions on the Russian economy is manifesting itself and this will continue to take place. A national long-term program of scientific and technological development of the country in the conditions of another cold war must be developed, Professor Yuri Zulyar emphasizes.

MOSCOW (Realist English). The Americans are playing for a long haul and one should not underestimate the negative impact of the sanctions. Special harm from them is being manifested in the field of advanced technologies. This opinion was expressed in a survey of the Russian Society of Political Scientists by Yuri Zulyar, Head of the Department of Political Science, History and Regional Studies of Irkutsk State University, Doctor of Historical Sciences, Head of the Irkutsk Regional Branch of the Russian Society of Political Scientists.

“Sanctions are one of the most popular and widespread means of pressure by the US administration on regimes they do not like. The policy of sanctions must have both an operational and long-term impact. The Americans are playing “for the long haul”, and one should not underestimate the negative impact of sanctions. Special harm from them is manifested in the field of advanced technologies. The negative impact on the Russian economy of the cumulative volume of sanctions is manifesting itself and this will continue to take place. A national long-term program of scientific and technological development of the country in the conditions of another cold war must be developed,” he believes.

Yuri Zulyar believes that sanctions have an impact on Russia’s political course:

“The question is how much they are able to change it in the direction desired by the enemy. It seems that the country’s leadership, of course, takes into account the sanctions, but determines the political course independently. The information published in open sources allows us to identify only trends, but they indicate that the country’s leadership, having decided on strategic goals, consistently focuses on achieving them.

The negative impact of the collective West’s sanctions is being felt both in the capital of the Russian Federation and in the regions. And this is natural, because they are total, and the dependence of our country’s economy on the world market is extremely high. This is an objective fact, but every citizen of the Russian Federation feels it subjectively. It seems that the majority of the country’s population perceives the situation with understanding, and correlates it with the tasks being solved by the leadership of the state.”

The professor stressed that the overwhelming majority of the country’s population supports the President’s course, therefore, only a rejection of this course and a corresponding policy can destabilize the domestic political situation in the country:

“The process of adaptation to the sanctions pressure is only unfolding, and it is perceived by most of the population as slow, indecisive and not completely consistent. It seems that the “captains of the economy” are still hoping for a return to the “old world”, or for the replacement of the collective West with the collective East.”

The head of the Irkutsk regional branch of the Russian Society of Political Scientists speaks about the need to create a regional system of political propaganda:

“Russia’s victory in the modern confrontation with the hostile civilization is inevitable. But what then? We need to think about this right now, and not only think about it, but also do something. Rejecting one model of development, we must formulate another, our own, aimed at the future.”
