Putin rejects Iran’s capitulation, proposes compromise solution to end hostilities

Russian president says Tehran’s society is consolidating, calls for balanced formula respecting both Iranian and Israeli interests.

SAINT PETERSBURG (Realist English). Russian President Vladimir Putin ruled out the possibility of an Iranian capitulation and called for a mutually acceptable ceasefire framework during a meeting with top executives from global news agencies.

Responding to a Reuters correspondent’s question about Israeli Prime Minister Benjamin Netanyahu’s remarks on regime change in Iran and President Donald Trump’s demand for Tehran’s unconditional surrender, Putin warned against maximalist scenarios and emphasized Iran’s internal cohesion.

“Despite the complexity of internal political processes, Iranian society is consolidating around its leadership. That’s often the case in such circumstances — and Iran is no exception,” Putin said.

According to the Russian president, Moscow has submitted a set of proposals to all parties involved in the conflict. These include an immediate halt to hostilities and a diplomatic formula that preserves Iran’s right to a peaceful nuclear program, while addressing Israel’s core security concerns.

“We’re not imposing anything,” Putin added. “We’re simply offering what we believe could be a realistic and constructive way forward.”

He also pointed to Russia’s role in Iran’s nuclear energy development, including the completion of Bushehr’s first reactor and the ongoing construction of two additional units, originally started by German firms. Putin noted that over 200 Russian specialists are currently working at the site, and that Israel has guaranteed their safety.

“We have good relations with Iran. We could continue this work, ensuring their interests are respected — and at the same time, achieve de-escalation on the Israeli side,” he said.

Putin stressed that the final decision must come from the political leadership of both Iran and Israel, and underscored the urgency of diplomatic engagement:

“It would be right for all sides to search for ways to end the fighting and find a framework for agreement.”
