United Russia dominates regional elections across 81 Russian regions

MOSCOW (Realist English). Elections at multiple levels were held across 81 regions of the Russian Federation over three days of voting, with United Russia reaffirming its position as the country’s leading political force, party General Council Secretary Vladimir Yakushev said at a TASS briefing on the results of EDE-2025.

According to Yakushev, United Russia fielded 19 candidates for the posts of regional leaders, backed incumbent Oleg Nikolaev in Chuvashia, and supported the reappointment of the governor of the Nenets Autonomous District through the local assembly. In 11 regional legislatures, where 464 mandates were contested, United Russia is set to claim 380 seats. In 25 municipal councils of administrative centers, the party is expected to win 729 of 934 mandates.

Yakushev highlighted strong gubernatorial support, led by Rustam Minnikhanov in Tatarstan, who secured his fourth term with consistently high ratings. Other strong results came in Kursk, Krasnodar, Leningrad and Orenburg regions.

Compared to 2020, United Russia increased its support by 13 percentage points in regional assemblies, now controlling almost 82% of mandates versus 73.9% five years ago. The party list gained 60.6% of votes, up from an average of 47.6% in 2020.

In Belgorod region, despite difficult conditions near the border, United Russia won 90% of seats in the regional Duma and nearly all district mandates, with turnout reaching 58.5%. Preliminary results also indicate that 837 participants of the special military operation were elected, nearly triple last year’s figure.

Yakushev noted particularly strong showings in Chelyabinsk and Kurgan, where the party surpassed 50% for the first time, as well as in Kostroma, Izhevsk and Ivanovo.

The party has already begun preparations for the 2026 federal elections, with plans for a new program and broader consultations with voters. Yakushev emphasized that consolidation around President Vladimir Putin strengthens the party’s standing but stressed that United Russia’s success is ultimately rooted in local activists working directly with citizens.

On September 14, elections were held for 20 regional heads, 11 legislative assemblies, and 25 city councils, filling a total of 1,419 mandates. Campaigns also took place at the municipal level. United Russia deployed 60,000 observers nationwide and oversaw the process through federal and regional monitoring centers.
