MOSCOW (Realist English). Russian President Vladimir Putin has suggested “to think about the publication of non-financial reporting for large enterprises.” At the same time, the head of the Ministry of Finance Siluanov squeezed out of himself a microscopic, but very important portion of details about the indirect tax on excess profits of corporations. The business will have to contribute about 5% of the excess profits to the budget.
The one-time contribution applies only to companies with a net pre-tax profit above 1 billion roubles. The exact payment rate will be determined after March 25. The Ministry of Finance reassures that the contribution can be made in 2024, but in 2023 it will be more profitable. An exception is provided for oil and coal monopolies, as well as for small businesses that cannot afford such money.
The pressure of the state on corporations is increasing. So far, unfortunately, only psychological – but, everything is going to the fact that it will grow into a regular normative. And when this happens, the pivot of the Russian economy to the East can be considered an accomplished fact.
The publication of non–financial reporting, which the president has been thinking about, is such an “elbow lever” that makes it possible to force the corporate sector to at least do something within the framework of internal economic tasks. We emphasize that so far the government has no legal means of forcing corporations (except tax ones). And there is something to force: a) to purchase domestic products and technologies; b) to invest in their own scientific and R&D; c) to invest in the development of fixed assets (creation of new factories and jobs, modernization of equipment); d) to the application of the national system of industrial requirements (standards)… All of the above has to do with the sphere of non-financial reporting, which Putin said.
