Ella Pamfilova reappointed for third term as Russia’s election chief

Unanimous vote confirms continuity in Russia’s electoral leadership ahead of key parliamentary and presidential campaigns.

Ella Pamfilova reappointed for third term as Russia’s election chief

MOSCOW (Realist English). Chair of Russia’s Central Election Commission Ella Pamfilova has been re-elected for a third term, becoming the first person in the country’s history to hold the position for three consecutive mandates.

The decision was taken at the inaugural session of the newly appointed commission, with all 15 members voting unanimously in her favour.

Pamfilova has led the Central Election Commission since 2016. Under her tenure, the body has overseen two State Duma elections in 2016 and 2021, as well as presidential elections in 2018 and 2024. The commission also administered the nationwide vote on constitutional amendments in 2020.

The newly formed commission is expected to supervise the next parliamentary elections in 2026 and the presidential election scheduled for 2030, making Pamfilova’s continued leadership significant for Russia’s electoral cycle.

Before heading the commission, Pamfilova held several senior public positions, including human rights commissioner and chair of presidential advisory bodies on civil society and human rights. She also served as a deputy in both the Soviet and early Russian parliaments.

Previous heads of the commission, including Alexander Veshnyakov and Vladimir Churov, served two terms each, while earlier leaders held single mandates.

Analytically, Pamfilova’s reappointment signals institutional continuity in Russia’s election management at a time when upcoming electoral cycles are expected to play a key role in shaping the country’s political landscape.

The key question is how the commission will navigate both domestic expectations and international scrutiny in future elections under an unchanged leadership structure.
