MOSCOW (Realist English). The heirs of Western and Eastern Armenia should gather in Yerevan at the annual Pan-Armenian Assembly to establish a New Armenia with a New Constitution, Editor-in-Chief of the Realist Information Agency Sarkis Tsaturyan is convinced.
“The Ashkharazhokhov is the Pan-Armenian Assembly of heirs of Eastern and Western Armenia, the ancient form of direct Armenian democracy, which for thousands of years, especially during the crisis periods of history, gathered under its wing all the Armenian estates to approve of new laws and plans for nation-building. Our main hope is in the revival of the Institute of Ashkharazhokhov,” he stressed.
In his opinion, the ruling class in the modern Armenia has usurped power and has completely exhausted itself. “Neither the current nor the former authorities want, can or know how to get the country out of the systemic crisis,” Tsaturyan believes.
The Editor—in-Chief of the Realist Information Agency reminded that Ashkharazhokhov is an All-Armenian Assembly, an ancient form of direct Armenian democracy, which for thousands of years, especially during the crisis periods of history, gathered all Armenian estates under its wing to approve of new laws and plans for national construction.

Tsaturyan believes that, following the tradition, representatives of all 15 historical provinces of the Great Armenia should be present at Ashkharazhokhov:
“We are talking not only about the Eastern Armenia, which (among other lands) included the provinces of Artsakh and Utik, but also about Western Armenia, whose heirs as a result of the Genocide were forced to leave their Homeland.”
The Armenian parliament, where the residents of Artsakh do not have the right to be elected, does not have the right or popular mandate to resolve the Artsakh issue, which is part of the Armenian issue, Tsaturyan believes.
He emphasizes that the executive power in Armenia is obliged to report annually to the Pan-Armenian Assembly, which on equal principles will include representatives of Armenia, Artsakh and the entire Diaspora:
“The executive power in Armenia is also obliged to coordinate and approve national construction plans with Ashkharazhokhov. The invaders of Armenia destroyed Ashkharazhokhovs as an independent institution of popular democracy in order to impose anti-Armenian orders on the controlled lands. It is time for the Armenians to take their fate into their own hands: to do this, it is necessary, first of all, to revive the Ashkharazhokhovs, which will help gain freedom and genuine democracy.”
Ashkharazhokhov was the highest advisory body of the Ancient Armenia. It included representatives of all estates of the country. Ashkharazhokhov had the right to declare war, to dismiss unworthy secular and spiritual leaders of the country, to organize elections of the Catholicos, as well as to establish laws and rules.
