Putin hails ‘Russia – Land of Opportunity’ as a true social elevator as platform marks 7th anniversary

More than 25 million participants, five governors, nine deputy ministers, and 16 mayors: the Kremlin’s flagship talent program becomes a key pipeline for national leadership.

MOSCOW (Realist English). Russian President Vladimir Putin chaired a meeting of the supervisory board of the “Russia – Land of Opportunity” platform on the occasion of its 7th anniversary, declaring it a “working social elevator” that is reshaping the country’s leadership landscape.

Launched by presidential decree in 2018, the platform has attracted over 25 million participants from all 89 Russian regions and more than 150 countries worldwide. According to Putin, the initiative has evolved from a competition-based project into a systemic mechanism for selecting, training, and promoting political, professional, and civic leaders.

“Five current governors, nine deputy ministers, and sixteen mayors are graduates of the ‘Leaders of Russia’ competition. This is not just rhetoric — it’s a functioning social elevator,” Putin stated.

He also highlighted a sharp rise in public confidence in the possibility of self-realization: from 37% in 2017 to 80% in recent years, based on national polling data.

A tool of national mobilization

The platform, overseen by First Deputy Chief of Staff Sergei Kiriyenko, now encompasses more than 60 major competitions, including Leaders of Russia, Big Change, Education Flagships, and TopBLOG. Under Kiriyenko’s leadership, the initiative has expanded into a national talent pipeline, supported by institutions such as the “Senezh” management workshop and new strategic tracks like Leaders of Russia: Politics.

One of the most powerful moments at the meeting came from Gennady Starunov, a finalist of TopBLOG and a high school teacher serving in Russia’s military operation in Ukraine. Starunov, who runs a blog titled Frontline Notes, proposed creating a dedicated track on the platform for veterans returning from the front.

“We’re afraid that when we return to civilian life, we won’t find a place for ourselves,” Starunov said.

Putin responded affirmatively:

“This is an extremely important task — to help our people after the front. Your proposal will definitely be taken into account in our systemic work.”

Digital integration and expansion

Dmitry Oguryaev, vice president of Rostelecom and a Leaders of Russia finalist, proposed creating a dedicated section on the Russian state services portal (Gosuslugi) to integrate the platform’s competitions into national digital infrastructure.

The proposal was immediately endorsed by both Putin and Deputy Prime Minister Dmitry Chernyshenko, who emphasized that the integration could be implemented quickly and without additional budget funding.

“It’s fast, feasible, and fully aligned with our digital strategy,” Chernyshenko said.

With over 60 competitions targeting citizens of all ages and professions — from schoolchildren to veterans — Russia – Land of Opportunity has grown into a state-backed engine for social mobility and elite renewal. Several projects under its umbrella have already matured into standalone institutions, shaping the new personnel core of the Russian state.

In just seven years, Russia – Land of Opportunity has evolved from a presidential initiative into a strategic apparatus for talent identification and political integration. As Russia transitions toward a mobilization-focused economy, the platform has become a crucial channel for legitimizing a new generation of elites, grounded in achievement rather than background. At the heart of this transformation is Sergei Kiriyenko’s team, which continues to build a talent vertical based not on formal criteria, but on performance — and the willingness to serve.
