LOS ANGELES (Realist English). In these days, when the attention of the whole world is focused on the ongoing war in the Ukraine, Azerbaijan, Russia’s strategic partner (is the partner of the Russian Federation according to the agreement between Moscow and Baku dated February 24, 2022), violating the points of the ceasefire agreement concluded on November 9, 2020, in the presence and tacit consent of the Russian peacekeepers stationed in Nagorno-Karabakh (Artsakh), invaded the village of Parukh and adjacent territories in the Akseran region of Nagorno-Karabakh populated by Armenians. The guarantor of the ceasefire agreement, separately from the Minsk Group, is Russia.
The armed forces of the Republic of Azerbaijan have disabled the only gas pipeline that supplies natural gas from Armenia to Nagorno-Karabakh. By blocking the gas pipeline and depriving the Armenian population of the opportunity to receive public services, Baku provokes a new humanitarian catastrophe by terrorizing Armenians. Armenian civilians are being killed as a result of the negligence of the Russian peacekeeping forces. The surviving Armenian population of the village of Parukh was forced to leave their homes due to terrorist acts committed by the Baku regime.
We state that the Baku regime continues ethnic cleansing and genocide in Nagorno-Karabakh, destroying the Armenian cultural heritage in order to eventually squeeze out the indigenous Armenian population of the region.
As a co-chair of the OSCE Minsk Group established to resolve the conflict in Nagorno-Karabakh, Russia since 2010 has been supporting the Baku regime’s policy of resolving the Nagorno-Karabakh problem by force through supplying of heavy assault weapons to Azerbaijan. As a result Azerbaijan, together with the Turkish Armed Forces and jihadist mercenaries, on September 27, 2020, launched a war against the people of Nagorno-Karabakh taking advantage of the fact that the attention of the whole world was focused on the pandemic.
The Baku regime occupied 40% of the territory of Nagorno-Karabakh and killed more than 4 thousand Armenians. There are facts of the use of cluster bombs and chemical bombs with white phosphorus by the armed forces of the Republic of Azerbaijan against the Armenian population of Nagorno-Karabakh (during the period from September 27 to November 9, 2020).
Bypassing the American and French co-chairs of the OSCE Minsk Group, on November 9, 2020, Moscow imposed a ceasefire declaration as a result of which Russia deployed a Russian military base in Nagorno-Karabakh without a UN mandate. In addition, together with Turkey, it has created a joint operational military surveillance center under the pretext of preventing further military clashes. However, Azerbaijan’s military attacks on Nagorno-Karabakh and Armenia do not stop. This leads to human casualties, which is why the local population is forced to leave their homes.
It is obvious that the presence of the Russian troops stationed in the region does not ensure the physical security of the local Armenian population.
Therefore, we urge you to immediately deploy international peacekeeping forces under the auspices of the OSCE Minsk Group, which will ensure the physical security of the indigenous Armenian population of Nagorno-Karabakh.
