MOSCOW (Realist English). The State Duma deputies adopted in the final reading part of the second package of initiatives by the Cabinet of Ministers aimed at supporting citizens and businesses in the face of foreign sanctions. The document provides for a number of simplifications in regulating the import of goods into the territory of Russia and the customs territory of the Eurasian Economic Union.
In particular, the right to import multicomponent goods within the framework of several foreign economic transactions is granted for six years.
In addition, there is no need to secure the fulfillment of the obligation to pay customs duties and taxes with respect to participants of foreign economic activities engaged in such activities for less than a year.
The participants of the foreign economic activities who have made a cash deposit upon the release of goods are exempt from paying penalties in the event of additional charges by the customs authority of customs payments based on the results of customs expertise. The procedure for issuing classification decisions by customs authorities has been shortened.
The Cabinet of Ministers has been empowered to determine the cases of granting a deferral or installment payment of the amount of arrears in the payment of customs duties, and cases when a person who is not the owner of a free warehouse can act as a declarant of goods placed under the customs procedure of a free warehouse, as well as to determine investment projects for which the release can be applied before filing a declaration of goods, and priority activities for the implementation of investment projects, for which a tariff exemption may be granted to import technological equipment, components and spare parts.
