They ‘re trying again to get through into the State Duma the law on the self-ban on the issuance of loans.

MOSCOW (Realist English). Banks are against it. Therefore, the chances of the adoption of the law are slim.

It’s not a bad idea, and all the technical capabilities for this have long been ripe. It is assumed that every citizen will be able to issue a credit block for himself through the portal “Public Services”, and the information will be automatically transmitted to the credit history bureau. The Central Bank reported that the bill has even been agreed upon. The head of the State Duma Financial Market Committee Anatoly Aksakov promises that the law will be adopted in the spring.

There is a lot of speculation about fraud in the media. They say, this will dramatically complicate the remote processing of loans without the knowledge of citizens. In fact, all this talk is a diversion.

The whole intrigue is not in scammers, but in the level of loan commitments of the population, which is growing like a snowball every year. In 2022, Russians took out loans for a record 27.09 trillion rubles. Over the year, the indicator increased by 2.5 trillion, according to the data of the Central Bank. It’s scary – this is new slavery. Slavery, which sociologists, politicians, the Church and other public institutions refuse to notice and qualify as a problem.

The truth is that credit organizations are not interested in the repayment of loans – their main motive is the borrower’s dependence (the ability to squeeze at least one payment unit out of him according to the schedule). By and large, the cost of the payment unit also does not matter. The regularity of the payment is important.

Let us recall with what fierce resistance the law on bankruptcy of individuals passed. Look at what a flawed and half-hearted form it was adopted in the end. The law on self-ban (if it is adopted) will be an addition to this half-measure. It will allow at least a small conscious part of the society to distance itself from the aggressive imposition of the credit yoke.

Unfortunately, this is not a panacea for usury. The processes of developing the level of loan commitments of the country’s population cannot be stopped by half measures. They penetrate into our lives not only through the banking system, but also through any payment services. In 2016, amendments legalizing the collection of interest for late payments for housing and utilities and energy were passed without unnecessary noise and public outcry. It was an ideological battering ram that broke through the percentage barrier for any critical social services. Now you can be in debt, even if you did not take out any loans, but just lived.
