Trump unveils comprehensive plan to end Gaza war after meeting Netanyahu

US president proposes staged withdrawal, hostage release, transitional governance and international stabilization force.

Trump unveils comprehensive plan to end Gaza war after meeting Netanyahu

WASHINGTON (Realist English). The White House on Monday released President Donald Trump’s proposal to end the war in Gaza following his meeting with Israeli Prime Minister Benjamin Netanyahu.

Trump thanked Netanyahu “for agreeing to the plan and for trusting that if we work together, we can bring an end to the death and destruction that we’ve seen for so many years.” Netanyahu, speaking alongside Trump at a press conference, confirmed his support for the plan.

The proposal, described by the White House as a comprehensive framework for ending hostilities and rebuilding Gaza, sets out twenty points:

President Donald J. Trump’s Comprehensive Plan to End the Gaza Conflict

  1. Gaza will become a deradicalized, terror-free zone that poses no threat to its neighbors.
  2. Gaza will be redeveloped for the benefit of its people, who have endured decades of suffering.
  3. If both sides agree, the war will end immediately. Israeli forces will withdraw to a designated line to prepare for a hostage release. During this time, all military operations, including airstrikes and artillery bombardment, will be suspended, with battle lines frozen until conditions for full withdrawal are met.
  4. Within 72 hours of Israel’s public acceptance, all hostages, both alive and deceased, will be returned.
  5. After hostages are released, Israel will free 250 prisoners serving life sentences and 1,700 Gazans detained since October 7, 2023, including all women and children. For every Israeli hostage whose remains are returned, Israel will release the remains of 15 deceased Gazans.
  6. Hamas members who commit to peaceful coexistence and surrender their weapons will be granted amnesty. Those wishing to leave Gaza will be given safe passage to third countries.
  7. Upon acceptance, humanitarian aid will flow immediately into Gaza at levels no less than those agreed in the January 19, 2025 accord. This includes infrastructure rehabilitation, restoration of water, electricity, sewage systems, hospitals, bakeries, and delivery of equipment to clear rubble and reopen roads.
  8. Aid distribution will proceed without interference by either side, through the United Nations, the Red Crescent and other independent international agencies. Rafah crossing will open under the same mechanisms as the January 19, 2025 agreement.
  9. Gaza will be governed temporarily by a technocratic Palestinian committee responsible for public services, with oversight from an international transitional body — the “Board of Peace” — chaired by Trump and including former UK Prime Minister Tony Blair and other leaders. This structure will last until a reformed Palestinian Authority can securely assume control.
  10. A Trump economic development plan will be created by a panel of experts with experience building modern Middle Eastern cities, synthesizing international proposals to attract investment, create jobs and stimulate growth in Gaza.
  11. A special economic zone will be established with preferential tariff and access rates negotiated with partner countries.
  12. No resident will be forced to leave Gaza. Those who wish to leave may do so freely and may return. The plan encourages citizens to remain and rebuild.
  13. Hamas and other factions will have no role in governance. All tunnels, weapons factories and offensive infrastructure will be destroyed under independent monitoring. A demilitarization process will include internationally funded buy-back and reintegration programs.
  14. Regional partners will guarantee Hamas and other groups comply with obligations and that Gaza poses no threat to its neighbors or its people.
  15. The United States will work with Arab and international partners to deploy a temporary International Stabilization Force (ISF). This force will train Palestinian police, consult with Jordan and Egypt, help secure Gaza’s borders, prevent arms smuggling, and facilitate secure trade and aid flows.
  16. Israel will not annex or occupy Gaza. The Israel Defense Forces will progressively transfer control to the ISF under agreed milestones until full withdrawal, except for a temporary security perimeter until Gaza is secure.
  17. If Hamas delays or rejects the plan, aid and reconstruction will proceed in IDF-transferred areas under ISF authority.
  18. An interfaith dialogue process will be launched to promote tolerance and coexistence, reshaping narratives among Palestinians and Israelis.
  19. Once Gaza is stabilized and the Palestinian Authority reforms are complete, conditions may emerge for a credible pathway to Palestinian self-determination and eventual statehood.
  20. The United States will facilitate a political dialogue between Israel and the Palestinians to establish a long-term horizon for peaceful coexistence.

The White House emphasized that the plan balances immediate humanitarian relief with long-term governance and security arrangements. While Netanyahu endorsed the framework, the response from Hamas and regional actors remains uncertain.
