SURGUT (Realist English). Russian prosecutors have approved the indictment against Alexey Shipilov, the former first deputy governor of the Khanty-Mansi Autonomous Area–Yugra, on charges of large-scale bribery and abuse of official authority, the regional prosecutor’s office told TASS.
“The Prosecutor’s Office of Khanty-Mansi Autonomous Area–Yugra has approved the indictment in the criminal case against the former first deputy governor of the region,” the statement said. “He is charged under Part 6 of Article 290 of the Criminal Code (receiving a bribe in an especially large amount by an official holding a regional government post) and Paragraph ‘v’ of Part 3 of Article 286 (abuse of official authority). The case has been sent to the Surgut City Court for trial.”
Investigators allege that between September 2023 and October 2024, Shipilov received a bribe of no less than ₽7.5 million from a representative of a private management company in exchange for unlawfully transferring the maintenance of several apartment buildings to that company. As a result, the municipal housing management firm previously servicing the properties was declared bankrupt.
Prosecutors said that as a preventive measure, Shipilov’s assets worth over ₽9.5 million have been frozen pending trial.
Shipilov was arrested on February 15, but an appellate court later changed his detention to house arrest until November 14.
Following the launch of the criminal investigation, the ruling United Russia party suspended Shipilov’s membership, citing the seriousness of the charges.
If convicted, Shipilov could face a lengthy prison sentence and permanent disqualification from holding public office.
