VLADIVOSTOK (Realist English). All national projects, without exception, should be viewed through the prism of demographic benefits. This was stated at the Eastern Economic Forum by Alexander Galushka, Deputy Secretary of the Public Chamber of Russia.
“One should proceed from the question: “What should be present in this national project from the point of view of the highest national priority – saving and multiplying the people of Russia?” The total fertility rate (TFR) of more than 2.1 is the threshold value of the national security of our country. For the first time, the National Security Strategy approved by the President defines the demographic development as a priority. We should consider this coefficient as a lower threshold value, as a matter of survival of our country. If the people are waning, then sovereignty is waning.” he stressed.
According to the expert, the already developed and acting measures to support the fertility and the family in Russia should be guaranteed to be extended til 2050. This will give confidence to new generations and the young people. Understanding that this is a long-term course.
“Saving the people is a complex task, it should permeate all national projects and state programs. In each of the individual state program, a targeted, separate section on demographic development and support for large families should be developed.” he added.
Moreover, this work has already been done by the Public Chamber with the participation of executive authorities, the Accounts Chamber and governors.
The key issue is also the values of upbringing and of behavioral models, reproductive attitudes of future generations. Galushka reminded that in the Strategy of Saving of the People of Russia, which was prepared by the Public Chamber in 2021, this issue is given priority. It contains 116 specific solutions and five key priorities.
