US military creates autonomous warfare command in South America: drones against cartels

General Francis Donovan initiated the formation of the Autonomous Warfare Command to combat drug cartels and respond to disasters. The new structure will use unmanned platforms from the seabed to space.

US military creates autonomous warfare command in South America: drones against cartels

MIAMI (Realist English). The US Southern Command (SOUTHCOM) announced on April 21 that it is establishing a new element aimed at connecting tactical missions to long-term outcomes using unmanned systems. The development of the Autonomous Warfare Command (SAWC) was mandated by SOUTHCOM Commander General Francis L. Donovan as part of efforts to further support the Trump administration’s national security objectives and SOUTHCOM’s operational dominance.

Once fully operational, the new command will be tasked with engaging autonomous, semi-autonomous and unmanned platforms to “counter threats across domains.” The announcement did not specify when SAWC will reach operational status.

“From the seafloor to space and across the cyber domain, we fully intend to leverage the clear superiority of the American defense ecosystem by deploying cutting-edge innovation and working ever closer with our enduring partners in the region to outmatch those who threaten our collective peace and security,” Donovan said in the release.

The announcement stated that SAWC will work toward shared purposes with allies and partners in the region, such as missions focused on “degrading” narcoterrorist and cartel networks and responding to national disasters.

SOUTHCOM’s area of responsibility includes the Caribbean, South America and Central America.

“Our geographic area of responsibility has a wide range of conditions, varied terrain and diverse operational environments that make it an ideal setting in which to innovate,” Donovan said. “It is also a region with very capable and committed security partners who lean forward, embrace technologies and are very eager to work collaboratively with us to support regional stability in new and effective ways.”

SOUTHCOM, military services and the Department of Defense’s Defense Autonomous Warfare Group will collaborate ahead of SAWC’s full launch, the release noted. The groups will strive to ensure that SOUTHCOM will be able to completely integrate the new command into their mission, while pinpointing necessary expertise and capabilities required for the new command’s commencement.

The addition of the unmanned-focused unit, meanwhile, continues a trend of increased US emphasis in the region. In January, the US Space Force officially activated its southern component, formalizing Space Forces Southern’s role in space capabilities across the Western Hemisphere. US Space Command played an integral role in the recent high‑risk operation to capture Venezuelan leader Nicolás Maduro, providing space‑based capabilities such as satellite communications and position, navigation and timing.

Donovan assumed command of SOUTHCOM after the raid on Maduro, replacing Navy Admiral Alvin Holsey, who retired last year amid increasing scrutiny over the Trump administration’s deadly strikes on alleged drug boats in the region, a remarkable extension of American power in Latin America.

Brief information about SOUTHCOM

The United States Southern Command (SOUTHCOM) is one of eleven unified combatant commands of the US Department of Defense. It is responsible for contingency planning, operations and security cooperation for Central and South America, the Caribbean Basin (excluding US territories and possessions), their territorial waters, as well as for the defence of the Panama Canal and US military resources in the region. The command’s headquarters is located in Doral (Miami metropolitan area), Florida.

SOUTHCOM’s area of responsibility covers 32 sovereign states and 19 dependent territories. The command’s headquarters, headed by a four‑star general or admiral, numbers about 850 military personnel and 130 civilians. In total, more than 1,200 military and civilian specialists from the Army, Navy, Air Force, Marine Corps, Coast Guard and other agencies serve in SOUTHCOM.

Throughout its history, SOUTHCOM has taken part in a number of major military and peacekeeping operations:

  • Invasion of Grenada (1983)
  • Invasion of Panama (1989)
  • Operation “Support Democracy” in Haiti (1994)
  • Humanitarian missions (Operations “New Horizons”, “Unified Response” after the 2010 earthquake in Haiti)
  • Operation “Southern Spear” (2025–2026) — a large‑scale anti‑drug operation involving an aircraft carrier strike group, numerous strikes on vessels and air missions in the Caribbean and Eastern Pacific. The stated goal was to protect the US from drug trafficking and to prepare for a possible operation against Maduro.
  • Joint operations with Ecuador (March 2026) — military actions against “narcoterrorist” organisations on Ecuadorian territory with SOUTHCOM support in intelligence and aerial surveillance.
  • Lethal strikes on vessels — regular attacks on vessels suspected of drug smuggling, carried out on the orders of the SOUTHCOM commander.

Since February 5, 2026, SOUTHCOM has been commanded by Marine Corps General Francis Donovan. He was nominated for the post by President Donald Trump in December 2025. Under his leadership, the command has stepped up anti‑drug operations and initiated the creation of the SAWC autonomous systems unit.
