Russia accelerates airport reconstruction under national transport programme

Government plans to modernise at least 75 aerodromes by 2030, with ₽250 bn in additional federal funding.

Russia accelerates airport reconstruction under national transport programme

MOSCOW (Realist English). Russian Deputy Prime Minister Vitaly Savelyev chaired a government meeting on the progress of airport reconstruction under the national project Efficient Transport System, the cabinet said.

The discussion was attended by Transport Minister Andrey Nikitin, as well as representatives of Rosaviatsia and the state infrastructure operator Rostranmodernizatsiya.

Officials reviewed the current status of airport modernisation and the development of aerodrome infrastructure nationwide. Since 2025, the Transport Ministry has been implementing the federal project Development of the Core Aerodrome Network, which предусматривает the reconstruction and construction of at least 75 aerodromes by 2030. An additional ₽250 bn has been allocated from the federal budget for the programme, a level of funding comparable to Russia’s largest recent infrastructure initiatives.

Particular attention was given to the use of public-private partnership (PPP) mechanisms. The government plans to rely on PPPs for the reconstruction of 28 airports, with three concession agreements already signed. Officials say the model is intended to accelerate project delivery while easing budgetary pressure and maintaining state oversight of timelines and construction quality.

Following the meeting, Savelyev instructed relevant federal agencies to ensure continuous monitoring of project implementation and strict compliance with all scheduled stages. Government officials said the modernisation of the airport network is critical for improving regional connectivity, sustaining passenger traffic and strengthening the resilience of Russia’s transport system as a whole.
